The report, expected in early November, does not specifically point to any one individual or institution as failing Lanza, and does not link any lapse or gap in the records to the shootings. But it suggests more could have been done to meet Lanza’s special-education needs.
Note that the Child Advocate’s report is separate from the Sandy Hook Advisory Commission report, though both are expected to be released before the end of the year.
